Irish Water has lodged a planning application with Donegal County Council for the upgrade of the Ballybofey/Stranorlar Wastewater Treatment Plant.
The application was lodged on July 28th 2016 and is due for decision on September 21st 2016.
The upgrade is being carried out to address compliance issues, provide increased capacity, and lessen impacts on receiving waters.
The application, if approved, provides for an increase in the design capacity of the Ballybofey/Stranorlar Wastewater Treatment Plant to 9,200 population equivalent (pe) in the first phase upgrade from a theoretical current capacity of 4,000 p.e. A second phase of development would see the design loadings increase to 12,200 p.e.
Works include the upgrade of the inlet works, coarse screening and grit removal, a flood protection wall and berm, replacement of existing mechanical and electrical equipment, upgrade of existing treatment plant structures, construction of new treatment tanks and underground chambers including storm water tanks, extension to the existing sludge control building, upgrade of the existing site road to provide alternative access around the site for adjacent landowners, a realignment of the existing site access, and all associated site works.
A construction start date in 2017 is possible if planning permission is obtained within a normal timeframe. Irish Water’s investment in the project is estimated between €4 million and €5 million.

Speaking in the House of Commons on 21 July 2025, then environment secretary Steve Reed said, “This Government will cut water companies’ sewage pollution in half by the end of the decade.”
